| Abstract | Non-conventional renewable energy resources (NCRE) promote the diversification of the energy matrix. Nevertheless, their high capital investment costs, and their difficulties regarding the control of their dispatch, makes difficult the further development of such energy resources in the Peruvian electricity market, in which co-exist other abundant enery sources, such as large-hydro and termal. In this context, in order to overcome the evidents disadvantages of those types of energy sources, Peruvian legislators implements a series of regulatory measures, mainly Legislative Decree N° 1002 and the Supreme Decree N° 012-2011-EM. These regulations, regulated the auction of energy projects with NCRE, priority income benefits to the dispatch of the National Interconnected System, priority in the connection to the transmission and distribution networks, toll fees in the transmission systems and the participation of the NCRE in the distribution activity. However, this type of regulation distorts the normal development of the electricity sector, even affecting the tariffs of the final users of the electricity service or the interests of other energy investors. In this context, the interconnection of the Peruvian electricity system with those of other countries in the region is conceived, among other aspects, as a solution to the lack of competitiveness in electricity generation with NCRE in the national territory. Despite the obvious benefits, the electrical interconnection is still in a primitive stage of improvement, which is why a normative instrument is necessary which promotes electrical interconnection, fostering mainly the use of NCRE. |
