| Abstract | Concern over rural poverty in the Northeastern region of Brazil is not a recent issue. However, this phenomenon, historically considered a direct consequence of the cyclical droughts that affect the semi-arid region, is just recently being approached from a broader perspective. This is due to the recurring failures of government programs and policies, as well as an emergence of new development paradigms that have amplified the focus on the causes and conditions of poverty. Therefore, the central question that prompted this study was to identify the possible causes for the limited effectiveness of these actions through an examination of the policies and programs implemented by the State throughout the last five decades. Furthermore, based on these results, eventual advances and improvements in the planning and implementation process of these interventions were studied, using the Pro-Gavião Project as a reference. The assessments carried out confirm that: a) the causes of continued rural poverty in the region are structural and historical; b) the governmental initiatives aiming at overcoming the problem were predominantly assistentialist and linked to the ruling political authoritie ́s, which contributes to the perpetuation of clientelistic relationships of power and subjection, thus hindering the possibilities for social participation; c) the development and strengthening of legitimate social partnerships are fundamental for the constitution of social capital. On the other hand, very little of the lessons learned from the implementation of previous programs has been incorporated in the design of more recent programs. Even when improvements were introduced into the planning process and design of these programs, they did not present the expected results in terms of impact and sustainability. This is especially due to the difficulty in putting the proposed steps into action, in an extolled manner. It is hoped that this study can contribute to spreading knowledge regarding the sustainability of programs against rural poverty in the Northeast of Brazil, bringing to light the causes and conditions of this problem and presenting suggestions that are compatible with the socio-economic and political context of the region, and which may be used effectively in modeling new programs. |
