| Abstract | The fourth axis of the Rural Development Programme for the years 2007–2013, called Leader, addressed the building of social potential and human relations. The axis comprised three activities with financial support calculated at 1 billion EUR. Leader was structurally connected with the third axis intended to improve the quality of life in in the countryside and differentiate the rural economy. An analysis revealed that the aims and tasks defined in the programme were not completely fulfilled. In material terms, the tasks were completed at a level of 81.1%, and in financial terms, at 86.0%. Due to the necessity of making an own financial contribution by the entities applying for support, the greatest difficulties were encountered in the case of the first activity involving the implementation of local development strategies. |
