| Abstract | The purpose of this article is to study the labor of the institutions for the promotion and protection of human rights in México, within the recognition and fulfillment of the right to water and sanitation, through their recommendations; with the aim to examine their contribution to strengthen the Rule of Law. The first part of the article shows a general scheme of the modern concept of Rule of Law and the role of the local institutions for the promotion and protection of human rights in it. The second part describes the regime of the right to water and sanitation in the United Nations human rights system as in Mexican law. Furtherly, several recommendations issued by the local human rights institutions are analyzed, attending to the actions that motivated the original petitions; the proved human rights violations; the institutions outstanding criteria; the references to international human rights law; their specific recommendations to the government authorities and their contribution in strengthening the Rule of Law. * Investigadora del Centro Nacional de Derechos Humanos de la CNDH. |
