Abstract	This article allows to describe the development of the constitutional principle of participatory democracy , public institutions within the General System of Social Security in Health ( SGSSS ) Colombian, whose estimate covers the right and duty of every citizen to participate in the formulation , management and monitoring public policies for the right to health ; therefore, the mechanisms provided by domestic law and jurisprudence is , in order to make a diagnosis to determine the effectiveness of participation in related institutions by incorporating some studies on the subject
