| Abstract | The opening of national borders, the decrease in trade and financial restrictions and the modernization of telecommunications systems facilitate the expansion of organized crime on a trasnational level. It seems that all these changes are better utilized for the purposes for international criminal organizations by the institutions responsible for ensuring public safety. In the Latin American space public insecurity is a major threat to stability, strengthening democracy and development. This article explains how far the insecurity generated by the drug cartels and organized crime is one of the great problems of its population, -four out of 10 American citizens recognize that they or a family have been victims of assault, assaulted or the victim of a crime in the past yearand the main international legal instruments has been and the main international legal instruments have been created to combat organized crime in the Latin American context. Also in the article makes special mention of the Mexican case, a country where drug cartels operate seven. In recent years the Mexican government has launched an offensive with the support of the armed forces to weaken the phenomenon. |
