Abstract	The article discusses the relationship between scientific and technological development and foreign policies in the Brazilian case. It starts by placing Brazilian scientific and technological activities in a international perspective. It then proceeds to analyze the relationship between such activities and two important sides of foreign policy: international competitiveness and military power. Recent institutional measures taken to integrate foreign policy and the industrial-technology-foreign trade policy are examined and it is argued that a closer integration between the policies is necessary.
