| Abstract | The aim of the article is to present the concept of the Warsaw-Lodz Functional Area (WLFA), including innovative approaches to development planning applied while working on the Integrated Development Strategy of the WLFA. Integrated Development Strategy of the WLFA focuses on creating of a new qualitatively asset in the WLFA in form of a territorial capital, underpinning the development of larger territorial systems and resulting from: economic and social relations, spatial development, natural resources. An interesting solution of an integrated SWOT analysis was used during the work on the Strategy. This cross-analysis of economic, special and social relationships allowed to demonstrate the interdependence among the development of the following factors: human and social capital, economy and environment. Moreover, the Strategy presents the concept of integrated development projects as part of the concept of territorial capital, which is the key element of the Strategy itself and of achieving its strategic objectives. The territorial capital, as an essential component of the Development Strategy of the WLFA, requires building cooperation-and-trust-based relationships among various actors involved in development processes. Hence, the author presents the results of pilot studies conducted in the course of work on the Strategy, aimed at identifying dysfunction in co-operation carried out by the local government units (LGUs). The results of the survey conducted among 17 LGUs in the Lodz region allowed to identify areas for particular attention during implementation of the Integrated Development Strategy of the WLFA. The document and identified in the course of its elaboration problems, can also be an inspiration for those responsible for managing the development of other territorial systems and for preparation and implementation of strategies for their development. |
