Abstract	The article discusses different ways of understanding the dynamics of conflict through the use of water resources from two main perspectives: conflict based on the definitions of different normative frameworks and water resources management instruments; the use of water resources according to the social perception of different actors and political instances. As an example of case is detailed and analyzed the Upper Rio das Velhas, which is responsible for water supplying for a significant population percentage of the Belo Horizonte Metropolitan Region. A bibliographic research and primary data acquisition was performed through a questionnaire and interviews. The research highlighted the limitation of the current normative framework and management instruments used to deal with conflict situations, mainly due to the great diversity of scenarios and situations related to the conflict question.
