| Abstract | In the face of technological advances, increasingly competitive scenarios and scarce financial resources; the society dissatisfied with health care charges an efficient and effective public administration. These demands encourage the manager to seek more agility and transparency with public spending. This research has as general objective to apply the methodology of management by processes in the mapping of purchases of medical-hospital material of consumption aiming at the improvement of the stages of normalization and acquisition carried out by the Material Qualification Coordination. The specific objectives are: to map the process of standardization (standardization / selection) and acquisition of consumer materials (disposable) in the Coordination of Qualification of Materials and build organizational protocols based on process management to subsidize standardization and acquisition of medical materials consumption indicators and their evaluation through indicators. The methodology is composed of an applied, exploratory research, with a quantitative, documentary and transversal approach operationalized by the management by processes to facilitate the systemic view of the organization. The study scenario was the Coordination of Material Qualification, a sector that advises the Bidding Coordination at the State Health Secretariat of Rio de Janeiro. The definition of the samples was through the selection of electronic trading sessions for the acquisition of medical and hospital consumables in the years 2014, 2015 and 2016. The data was collected from June 2016 to April 2017, during which time all trading sessions had been closed (awarded / approved). Within the three-year cut-off, n = 135 trading sessions of medical-hospital supplies were analyzed, totaling n = 715 items for acquisition. Of this total: n = 364 items approved for acquisition equivalent to a percentage of 50.9% and 49.1% with no possibility of being acquired. The causes for non-acquisition, identified as process bottlenecks, were: n = 201 failed items (28.11%), n = 80 deserted items (11.18%), n = 52 revoked items (7.27%) e n = 18 canceled items 2.51%). Through the mapping of the process it was possible to draw a proposal of managerial technology of the type organizational innovation with the elaboration of a system of indicators to manage the monitoring of the standardization and acquisition processes, besides launching the proposal of the organizational protocol for the pre-qualification of brands as a subsidy for more agile decision-making. It concludes with the work that it is necessary to redesign the processes in order to maintain a systemic vision establishing channels of communication with all those involved in the process.
