| Abstract | This document aims to identify the responsibilities of parents, teachers and authorities in the prevention of psychoactive substances in children and adolescents are, considering that this is a problem that affects different sectors of society and faces different empty by the changes in the family structure, the regulations governing juvenile offenders, lack of prevention strategies of stakeholders other than the National Police and the lack of responsibility assumed by the educational sector. Thus, a literature review on the main aspects that characterize the use of psychoactive substances in children and adolescents in the country, integrating existing normative foundations in the national context is made, and recent statements made in the "Declaration of outcome of the special session of the General Assembly on the world drug problem UNGASS 2016 "(Special session of the United Nations General Assembly (UNGASS) on Drugs, 2016) where the consumption perspective is transformed into a vision public health, by making commitments to be made by States to influence decisively in mitigating this problem. In addition, the main risk factors associated with behavior observed, from which consumption in children (as) and adolescents is strengthened, ending with the description of criteria that characterize the role played by parents, schools and the authorities in the prevention through a methodology based on a descriptive and qualitative approach, from which the arguments underlying this analysis are presented. |
