| Abstract | How can we describe the evolution of the World Bank’s (WB) doctrine and practices in the last ten years? Has the current international crisis resulted in real changes or do we instead observe a continuation of the discourse and an allocation of aid –in terms of sectors and themes– that could be called “business as usual”? Those are the kind of issues this Master’s thesis seeks to explore –from a constructivist angle. The hypothesis at the core of this research is that, following this world event, the "Post-Washington Consensus" (PWC) has become increasingly significant within the doctrine and the practices of the WB. More specifically, this paper proposes a focus on the following characteristic features of the PWC: the State, the education and the health’s sectors as well as the "good governance"’s concept. In order to address our inquiry question, we choose an approach that is both qualitative and quantitative while shedding special light on sub-Saharan Africa. |
