| Abstract | Is there such a thing as a French diaspora? The 360 sites of our corpus were selected in an attempt to answer this question. Our reflection privileged: (1) the contribution of knowledge about a migrant population of some 1.5 million that is only rarely identified as a diaspora; and (2) an effort to categorize the actors involved in constructing this diaspora. The main lesson learned from the analysis of our corpus is that “French diaspora” appears as top-down construction. The non-history of French emigration is a major handicap in seeing this dispersion as a resource. Alternatively, the role of the institution, and in particular the notion of belonging that the French administration conveys with the category “expatriate”, offers a space of reflection conducive to grasping the socio-political dynamics animating the “French diaspora”. In conclusion, the objective of this study has been first to contribute to a better knowledge of the ways in which a diasporic structure emerges by assessing the determining role of various institutional or private actors and then to shed light on the analytical categories, aided by the concept of “incipient diaspora”.. |
