Abstract	The present work of degree is intended to promote the correct implementation of the remedy of revision in the Contraloria General Del Estado because we have found violations of the rights of the appellants to be filed when there is no answer on the part of the Public Administration. For that we have based our study on the general principles of the right to determine the responsibility of the State toward the rights of all citizens, demonstrating in this way that the lack of reply to those who presented the Appeal for Review causes damage to occur the so-called negative administrative silence. We will demonstrate in this way that the modification of the organic rule is necessary for the effective implementation of the constitutional rights of the people, knowing that it is the duty of the administrator make them effective in the administrative acts subject to its knowledge and resolution.
