Integralidade da assistência: um desafio para a saúde pública

Abstract	RESUMO O presente estudo teve como objetivos Analisar a aplicacao do principio da Integralidade no âmbito da saude publica, bem como problematizar a integralidade dentro do setor saude; identificar os fatores que podem influenciar na aplicacao da integralidade na assistencia, e discutir a importância da integralidade na assistencia a saude para um atendimento de qualidade. Para isso, foi realizado um levantamento bibliografico nas bases de dados eletronicas da biblioteca virtual SciELO Brasil, revistas cientificas, dissertacoes e teses, publicados no periodo de 2000 a 2012. Desde o inicio da decada de 80 a integralidade da assistencia a saude no Brasil fez parte da proposta da reforma sanitaria, e se tornou um dos principios doutrinarios com a criacao do Sistema Unico de Saude (SUS), atraves da Constituicao Federal de 1980. Porem, os resultados apontam que esse principio nao e bem aplicado, devido a varios fatores como: desarticulacao entre os profissionais especialistas e desestruturacao da rede da saude, que ocasionam a demora em o individuo conseguir consultas e diagnostico do seu problema de saude. O estudo aponta tambem que ainda ha grandes desafios a serem superados para que o principio da integralidade possa ser aplicado de forma eficaz. Dentre esses desafios se destacam a estruturacao da rede de servico de saude, onde o profissional encontre apoio para a resolucao do problema do paciente, a integracao das especialidades para proporcionar um atendimento interdisciplinar e a agilidade nos servicos para que o paciente consiga resolver seus problemas de saude em tempo habil para evitar o agravamento do quadro. ABSTRACT The present study aimed to analyze the application of the principle of completeness in the context of public health, as well as questioning the integrity within the health sector, to identify the factors that may influence the application of integral care, and discuss the importance of comprehensiveness in care health to quality care. For this, it was based on a literature in electronic databases of the virtual library SciELO Brasil, journals, theses and dissertations, published between 2000-2012. Since the beginning of the 80’s the entire health care in Brazil was part of the proposed health reform, and became one of the tenets the creation of the SUS-Health System through the Federal Constitution of 1980. However, the results show that this principle is not applied well, due to various factors such as disconnection between the specialists, unstructured network health, which causes the delay in getting the individual consultations and diagnosis of your health problem. The study also shows that there are still major challenges to overcome for the integral principle can be applied effectively. Among these challenges are highlighted Structuring the network of health service, where staff find support for the resolution of the patient's problem, the integration of specialties to provide an interdisciplinary and agility in services for the patient to solve your health problems timely to avoid aggravation of the condition.
