Open Budget Survey 2015. http://internationalbudget.org/opening-budgets/openbudget-initiative/open-budget-Survey/ 3 The 23 developing countries in Asia and the Pacific covered by the Open Budget Survey are Afghanistan, Azerbaijan, Bangladesh, Cambodia, the People’s Republic of China, Fiji, Georgia, India, Indonesia, Kazakhstan, Kyrgyz Republic, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, the Philippines, Sri Lanka, Tajikistan, Thailand, Timor-Leste, and Viet Nam. The Asian Development Bank has operations in all of these countries. While New Zealand and the Republic of Korea also participated in the 2015 OBS and are therefore reflected in the survey totals, they are members of the OECD and so were not included in the analysis of developing countries in Asia and the Pacific.
