Abstract	The technology-based incubators are important to the process of creating new ventures based on technology and innovation and thus for the emergence of new technology-based companies in the market. Mostly, university incubators that contribute to the sharing and transfer of knowledge from academia to industry and / or services. But they connected these incubators are important factors that contribute to the success of these new ventures born from them, as the profile of an entrepreneur, business planning and financing of the project. The aim is to discuss from the theoretical, literature and data presented in financial institutions and funding agency: technological innovation. Included the fact of the existence of better public policies designed to finance and investment in these strategic sectors of S & T and innovation in recent years.
