| Abstract | Resumo O presente artigo tem como objetivo examinar os programas de inclusao produtiva urbana e, mais especificamente, o Programa Nacional de Acesso ao Ensino Tecnico e ao Emprego-Brasil Sem Miseria (Pronatec-BSM) no Brasil e no Rio Grande do Sul. Desde a criacao do Pronatec, em 2011, o Rio Grande do Sul e o estado que mais disponibilizou matriculas no Pais (10,6% do total). Observou-se que o perfil dos alunos do Pronatec-BSM no Estado difere daquele do resto do Pais, destacando-se uma maior presenca de pessoas com mais de 40 anos de idade, bem como uma maior participacao de alunos com menor escolaridade, o que sugere uma melhor adequacao ao publico-alvo do Programa. Conclui-se que o Pronatec deve fazer parte de um amplo esforco de escolarizar e de qualificar o trabalhador, para alem das necessidades de um emprego imediato, dotando-o de formacao e de habilidades que o encaminhem a uma insercao no mundo do trabalho de forma permanente. Palavras-chave: Inclusao produtiva; qualificacao profissional; Pronatec TITULO EM INGLES Productive urban inclusion actions under the Plan Brazil Without Extreme Poverty in Rio Grande do Sul Abstract This article aims to examine the urban productive inclusion programs and, more specifically, the National Program of Access to Technical Education and Employment-Brazil Without Extreme Poverty (Pronatec--BSM) in Brazil and in Rio Grande do Sul. Since the creation of the Pronatec, in 2011, Rio Grande do Sul has been the State with the highest percentage of enrollment availability in Brazil (10.6% of the total). The profile of the Pronatec-BSM students in this state has been noted to differ from that of the rest of the country, with a greater presence of people over 40 years of age, as well as a greater participation of students with less schooling, which suggests a better match to the target audience of the program. It is concluded that the Pronatec must be part of a broader effort to educate and train workers beyond the need for immediate employment, providing them with the training and the skills that will enable them to find a permanent place in the world of work.
