| Abstract | This paper approaches the social housing issue as a Brazilian public policy and its municipal performance according constitutional guidelines and of the Ci ty Statute, decentralization o f the decisions and the availability of federal resources for investment in programs of small and medium-sized cities. Therefore, the objective is to investigate implementation form of social housing programs in the main cities of the Development Council of the Production Region – RS, north of Rio Grande do Sul, in the south of Brazil, from 1998 to 2012. For this purpose, a case study in the cities of Passo Fundo and Carazinho was done, with diagnosis of soci al housing programs. As a result, a comparative board of public policies and social housing programs in these cities is obtained, identifying their typological and morphological characteristics o f insert ion and urban quality. It i s evaluated that most of housing developments relatively advanced with relation t o soci al insertion and urban and housing sustainability. However, they are distant from downtown area, in areas in consolidation , without significant urban infrastructure. |
