| Abstract | Fifteen years after the implementation of the Institutional University Quality Evaluation Plans (PEXEC, PNECU, PCU), this study presents some elements of interest for the meta-evaluation of the results and impact of these plans. A diachronic analysis of these plans is proposed, with four stages being identified and described under the headings hope, confusion, expansion and business. These stages, as well as the different evaluation processes carried out, are located within a two-dimensional diagram whose respective axes compare control and improvement, in the first place, and technical/professional aspects with bureaucratic/speculative ones in the second. The different assessment plans are situated on this diagram, with the initial plans (1992-96) being located at the end more oriented towards improvement and technical/professional aspects. Later plans gradually move towards the other end of the diagram, characterized by a focus on control and the more bureaucratic/speculative aspects. Finally, three criteria are specified for evaluating the impact and results of said plans. Firstly, a true ‘audience’ assessment is carried out regarding the effectiveness of the processes, given that the evaluation of said plans has hitherto been decidedly bureaucratic and administrative in nature. Secondly, we use the criterion of the presence and adaptation of self-regulating institutional systems that ensure continuous improvement. And thirdly, we assess the increase in theoretical reflection regarding the basic aspects, evaluative practice and professional qualifications of those designing and developing said plans. |
