Abstract	The evolution in ITCs has been transforming contemporary society in the most various aspects. In this context arose the electronic government actions, related to the usage of ITCs in public administration. This work consists in a descriptive research and executed a study about ITC policy elaborated by Minas Gerais State Government to shape its e-gov actions, investigating the molded institutional design and its effects over obtained results. The study aimed in determine the ITC policy institutionalization level in Minas Gerais government, thus managers and actors closely linked to e-government were interviewed to fulfill it. The obtained data analysis adopted neo institutionalism theory as theoretical axis and followed an interpretativist approach. Results point towards an intermediate institutionalization of the ITC policy, indicating there was an evolution but that the current institutional design still limits the reaching some of the major electronic government results such as transparency and participation.
