| Abstract | Since the last two decades of the last century, in Colombia the provision of many services that had been considered public began to migrate into the private domain. These processes of privatization in whole or in part have forced not only to review the role of the state, but also the analysis of the concepts of management theory and practice of basic services for social development. The concepts of efficiency, effectiveness and efficiency charge importance in the administrative model of public service delivery as well as social beyond the scope of private and public, and that the profitability of social enterprises is not only financial. This project contributed to provide a new organizational structure for the Empresa de Energia de Pereira S.A. ESP in response to the needs and realities of contextual services and public functions with a modern approach in the administrative, organizational and human resources. |
