| Abstract | espanolA pesar del creciente aumento de datos que propician el conocimiento de las causas que han provocado el Cambio Climatico, no se ha progresado adecuadamente para dar respuesta a los efectos negativos que produce. Si en un principio parecia ser un problema eminentemente cientifico y tecnico, la produccion y acumulacion de gases de efecto invernadero, el tiempo ha demostrado que el asunto esta totalmente vinculado con la percepcion que de el tiene el ciU000xdada;no, es decir, la opinion publica. Las noticias difundidas por los Medios de Comunicacion Social tienen gran repercusion entre el denominado gran publico siendo criticados, en el mundo academico del clima, por dar pabulo a argumentos que provocan el escepticismo pues, segun ellos, al negar el calentamiento global, se esta ralentizando el que la comunidad internacional reaccione adecuadamente. La desacertada gestion de la Comunicacion Social, por parte de los Gobiernos, es una de las causas de esa ralentizacion; a ello tambien contribuyen los imperativos legales que regulan esta materia, la Informacion Publica. El presente trabajo trata de dar una vision sobre la forma en que la Administracion Publica utiliza la informacion, asi como las limitaciones legales a que debe enfrentarse, en este campo. EnglishIn spite of the increasing amount of data that inform us of the possible causes that have contributed to climate change, the solution to the problem has not been identified or achieved yet. In the beginning it looked like a scientific and technical problem as climate change is attributed to the production and accumulation of greenhouse gases. However, time has shown that this issue is totally linked to public perception and public opinion. The effect of mass media upon the public has a great influence. Experts on climate change are criticizing those who are skeptical of the causes. According to these experts, the response from the international community has decreased by the denial of global warming. The mis-management of public information by governments is one of the causes of the aforementioned decreased response. The regulations about public information have also contributed to this. This article tries to give an opinion about the way in which the Public Administration uses and broadcasts the information and the restrictions and legal limitations it faces. |
