| Abstract | "Single case study intrinsic and descriptive in order to contribute to the understanding of the factors of management in public health that are related to the design and implementation of large sustainable scale program in public health called ""Tu Vales"", from experience actors who participated in it during the period 2003 to 2012. For the collection of information, the main technique was the document review of secondary sources such as management reports and logs, technical support was semi-structured interview for officials and professionals from the institutions responsible for designing and implementing the program. Tu Vales originates from a political decision which aimed to affect chronic conditions in Bogota. The program promoted the practices of consumption of fruits and vegetables, physical activity and smoke-free spaces from the model of community-based actions with promotional approach to quality of life. It was evident that the factors that hindered the sustainability over time of ""Tu Vales"" mainly were institutional and financial order, where the unfavorable political environment for change of district government, led disinterest and lack of political will, which led the lack of positioning and defense program as part of an organizational and operational restructuring during transitions from development plans and consequently the lack of funding that eventually led to the decision to end the program implementation. Such decisions are not endured under technical arguments according to the recommendations of the PAHO / WHO 2011 Public Health Evidence-Based but its completion was influenced by changes in population intervention approach and related governance and the compliance with the policy objectives of increased health care coverage and health plan set out in the government of the day." |
