| Abstract | The latest reform of the Common Agricultural Policy (CAP), decided in Luxembourg on the 26th June 2003, appears like a new step inside the process of lowering prices and decoupling aids, started since 1993. However, as the former one, this reform should not be staying in force a too long time. The first observations and the analysis of the questions that have still to be solved, show that probably the results to come should be enough distant of the objectives at aim, namely an agricultural and rural development more certain and more sustainable. An essential reason for that, holds in the fact that the arguments of the economical theory on which this reform stand, as the former did, are inoperative in the field of agriculture. On the other hand, this internal measures adds to the external dynamic of structuration of an European Union with twenty-five members, should lead surely toward a renationalisation of Policy in matter of Agriculture and rural development. |
