| Abstract | How simulation can help in the selection of a tariff system for irrigated areas. As far as managers of irrigated areas are concerned, the choice of a tariff system is a strategic one, insofar as it determines the durability of the tool of collective production and how farmers use the water resource. The economic theory underlines the complexity of this choice, both in terms of the diversity of the principles that need to be taken into account and the possible solutions. This article presents an approach that can help managers choose a tariff system. It has been tried and tested with the managers of two contrasting irrigation systems: the river Senegal delta (Senegal) and the Petrolina- Juazeiro region (Brazil). We present the theoretical bases for this study and then go on to describe the simulation tool that was developed. On the basis of three modules (a function of the manager's cost, farmers' incomes and the tariff system), it is possible to evaluate the consequences of a given scenario on the manager's financial balance and the farmers' incomes (which are classified into types). Two case studies are used to illustrate the application of this tool, with an analysis of how the stakeholders reacted to the results that were presented to them. The value and limitations of this approach and the potential of this preliminary research are presented in the conclusion. |
