Abstract	The "ESSA en casa - ElectroIndustrial Program" is based on Decree 2331 of 22 July 2007, establishing the position of the Government towards the rational use of energy and the country's commitment against global warming. This project is designed to carry the GE energy saving light bulbs to all households in the department of Santander through the energy bill, thus financing and energy saving at the same time. Savers will be in homes in the presentation of Kit (combos) with competitive prices and funded six (6) and twelve (12) months. This measure initially applied to public entities to conduct the change of the incandescent lighting systems illuminated fluorescent (CFL) which has a higher luminous efficiency thus increasing the use of clean technologies more durable, low-polluting and harmful as mercury and lead, with recovery and recycling facilities, thus fulfilling the decree.
