| Abstract | The Malian Market Information Systems (MIS) is emblematic of the first generation of MIS set up to facilitate liberalization of markets in developing countries. Despite profiting from a very favorable institutional environment, it has encountered difficulties in satisfying the information needs of farmers and traders. As a consequence of its transformation into an Agricultural Market Watching system (OMA) within Malian Chambers of Agriculture, the Malian MIS has evolved into a set of decentralized information services driven by users' needs. This institutional innovation has allowed the system to become more effective by bringing it closer to farmers' and traders' needs by taking into account the West African regional market. It constitutes an answer to the limits impeding this first generation of Malian MIS. |
