| Abstract | Chinese President Xi Jinping’s diplomatic offensive in South East Asia, last October, was a clear attempt to mend and further expand ties with the ASEAN. China’s reputation has deteriorated and some South East Asian countries are “falling out of love with China”, partly due to its territorial disputes in the South China Sea. In the background, the US is rebalancing not to the Asia-Pacific but to South-East Asia and Abe’s Japan is also rushing to the region. The emerging bipolarity in South-East Asia is creating a de facto dual hegemony, the USA providing security guarantees and China providing economic benefits. That configuration of power provides the ASEAN member states with a unique opportunity to promote their national interest, depending on whether they have or not territorial disputes and on their economic and political size. ASEAN official moto in 2012, “One community, One destiny” seems to be a smoke screen that should not hide a deep division among the ASEAN member states on how to deal with both Washington and Beijing. |
