| Abstract | The process of adjusting the balance between the public and private sectors, an essential part of structural reforms launched in Ghana, took place in an improved macroeconomic environment. The policies pursued, Economic Recovery Programme I (1983-86) and II (1987-89), have followed so far a consensual scheme, "stabilization first then structural adjustment". In the following study, the author points out the probability of success for this second step, by analysing the components of one of the most successful experiences on the African continent . Le processus de reequilibrage entre secteur public et secteur prive, principal element des reformes structurelles engagees au Ghana, s'appuie sur une situation economique considerablement amelioree. Les politiques suivies, l'Economic Recovery Programme I (1983-86) et II (1987-89), s'articulent en effet selon un schema desormais largement consensuel : la recherche de la stabilisation economique puis de l'ajustement structurel. Dans le cas present, l'auteur s'interesse aux chances de succes de cette seconde phase, en analysant les composantes d'une des experiences presentees comme l'une des plus reussies du continent africain . |
