| Abstract | The Water Framework Directive (WFD) establishes the responsibility for the achievement of the environmental objectives by 2015, or on later dates. Environmental objectives are based on good chemical and ecological status of the waters. Management Plans for Hydrographic Basins are the tools for planning water resources management, and the aim is to ensure the good chemical and ecological status, through the execution of programs of measures proposed by the planning. The international basin of the Douro River includes the territory of the Douro in Spain and Portugal, and each country has its own management plan. The purpose of this work is to conduct a comparative analysis of the management plans for the basin of the Douro river in Portugal and Spain. The following aspects were compared in the two plans: the methodology used for the delimitation and characterization of water bodies; water uses and the main pressures in each country; the monitoring networks; the system for assessment of ecological status; and the programs of measures. Four case studies were addressed, two in Portugal (Tâmega River and Miranda do Douro) reservoir and two in Spain (Arandilla River and Castro reservoir), in order to clarify the assessment of ecological status and programs of measures. Diverse methodologies for the assessment of the water systems were found in both countries. Each country has transposed the directive differently in several aspects. Both countries have advanced in scientific terms and in water management policy, but there are still many gaps to be filled, especially in the establishment of monitoring networks and the criteria for the classification of ecological status. The Spanish plan has become more consolidated and complete, compared with the Portuguese plan that has higher deficiencies. Regarding the use of water of Douro River, positive results are expected for the plans for 2009 and following years. It is important to recognize the great need for harmonization of methodologies for the assessment of ecological status. |
