Abstract	It is the responsibility of the Colombian State to compensate the damage caused to victims by serious violation of human rights, and that violate them know the set of rights recognized in international and national instruments that belong to every human being and are essential for the preservation of human dignity. Colombia holds a large gap in the law regarding the substantive and procedural signs indicating the criteria that lead to full reparation; in this regard, the State Council as the closure member in Administrative, has built a whole host of reparative in light of international humanitarian law, involving the Colombian State a set of obligations in terms of investigation, prosecution and punishment proposals responsible. This essay holds a normative, doctrinal and randomly analysis as a reference relevant jurisprudence of the State Council, Section Three, years 2007 to 2013, where criteria adopted by the State Council as the highest body of closure of the contentious jurisdiction Administrative examined on reparation to victims under international standards required for this purpose.
