Abstract	This work is part of a series of teaching materials for family planning personnel developed by the Mexican Academy for Research in Medical Demography and the Mexican Institute of Social Security (IMSS). This book analyzes what constitutes a program and what are its principal components using the IMSS Family Planning Program as an example. The phases of decision design execution information evaluation and redesign are described and documented with data from the family planning program. The work begins by presenting general concepts of programs as a scientific process of continous action and by describing the IMSS program. The decision phase is described in the context of demographic conditions in Mexico national population policy and policy and operational decisions. The design phase describes objectives and goals strategies and technical and administrative structures of national family planning plans and programs. The execution phase includes descriptions of the urban and rural services of the IMSS family planning program and their administration and management. The information needs and information systems of the program are described in the section on the information phase along with a description of the resulting data and its uses. The discussion of the evaluation phase includes a large amount of graphic material presenting results of analyses of family planning program activities as well as descriptions of studies of the demographic health socioeconomic and other effects of the program and future perspectives for the IMSS and for national demographic trends. The redesign phase describes and illustrates the process of modifying program structure and function in the light of evaluation findings in order to reach goals more effectively.
