| Abstract | Sovereign funds, which are created and controlled by states, cannot be considered to be ordinary investors. Their “sovereign” origin makes it diffi cult to identify them with respect to international law, despite the “private” nature of their activities. The host states of their investments take protective measures against them, as if they suspected them of pursuing primarily political objectives.
