| Abstract | The aim of this research project is to analyze how the relationship between peasant organization leaders, state agents, and technicians that work and participate in the projects implemented by the Family Agriculture Bureau (FAB) in the province of Chaco during the period 1994 – 2015 are configured. Research results show that the political orientation of state agents, technicians and peasant leaders (defined as the way in which an actor perceives its role and tasks) is important to understand their practices. Therefore, we find state agents that have had multiple trajectories (Montoneros, Agrarian Leagues, agronomists) and peasant leaders with different training experiences (NGO, churches, Unions). One of the similarities that can be found among state agents that participated during different FAB's administration periods is that they think of the peasant sector as weak and disperse. On the contrary, peasant leaders emphasize on the fights and struggles they had to undergo in order to obtain the political recognition of their rights in the constitution of the province of Chaco (preferential access to land, and inputs for production). State agents, rural technicians and peasant leaders highlight the importance of “being organized.” Such management is achieved through organizational practices and territorial strategies. The first ones are mechanisms used to relate with others, like the establishment of spaces where actors can participate, dialogue and analyze policies. The latter ones refer to methods and work strategies employed with small farmers at a territorial level. Peasant leaders have taken advantage of the organizational practices of the Agricultural Social Program and FAB to participate in the decision making of programs, report their unconformities and generate links with regional, national and subnational authorities. Likewise, they have created their own articulation spaces in opposition to those promoted by state agents, with the purpose of having more freedom and autonomy to determine their own projects' decision making and funding. The comparative analysis of rural technicians and peasant leaders' territorial strategies allow us to notice that they both share a role as managers and promoters of public policies of FAB. They both perform a technical job (advice, calculate, manage) and a political job (they choose their beneficiaries or the families they will work with and they impose conditions to help them and to let them participate in projects.) |
