| Abstract | Recently the administrative unit of the intervention of public policies for rural development has focused on the territory. The purpose of this paper is to analyze how the change in approach of these policies implies challenges and possibilities of its social management. This analytical clipping runs through the role assumed by participatory institutions and the creation of institutional arrangements to guarantee social participation in drawing up and implementing public policies. Through the analysis of the institutional design of the territorial development policy in the Medium Rio Doce, located in Minas Gerais, noted the emphasis in the process of participation of organized civil society in the management and policy evaluation. Nevertheless, while the territory can awaken induction initiatives of economic dynamism and create institutional arrangements to qualify its management, expand the difficulties due to geographical coverage and conflicts of interest by imposing limits on the consolidation of territorial actions.
