Abstract	This article addresses the legal status of Haitians in Brazil since the beginning of the “permanent visa for humanitarian reasons” concession, by the federal government in 2012. Apart from legal lessons, the article presents the report of the experience of the Programa de Pesquisa e Extensão called Refuge, Migration and Hospitality, which is developed in Federal University of Paraná Law School. There, students and teachers meet, every Saturdays, numerous Haitians who are settled in Curitiba area and subsequently they attend their demands. Theoretical research is done as well, in weekly meetings The aim of the paper is to demonstrate the legal situation of Haitians in Brazil in connection with the reality, using for such both theoretical research and reporting of empirical research. The text shows a paradox. First, it is noticed that advanced international and constitutional principles are put into practice in Brazil based on an extremely outdated law. Secondly, it appears that the Brazilian magnitude of social perception and pioneering in granting permanent visas on humanitarian grounds for Haitian immigrants were not accompanied by the development of adequate public policies for their welcome.
