| Abstract | At the fifth national organization work conference, the Central Committee of the Communist Party of China put forward stricter and higher requirements for the organization work and clearly stated that the party's organizational rules for the new era is to comprehensively implement the thought of socialism with Chinese characteristics, focus on the construction of the organizational system, and make efforts to train high-quality cadres who are loyal, clean and responsible. Therefore, constantly strengthen the professional capability of the cadre team, and train the cadre to be a "policy expert, walking dictionary and versatile person" in the organization work is not only an important subject for the organization departments but also an important guarantee to coordinate and promote the "four comprehensives" strategic layout. In this paper, based on the profound understanding of cadre work particularity and requirements in the new situation, we use many kinds of research methods such as questionnaire survey, face-to-face interviews and focus group discussion to define the set of cadres’ elements system. In the meantime, we draw a talent portrait of excellent cadres and find out the ability gap between the current and outstanding. In view of this competency gap, we put forward some suggestions on the key factors and actions to improve the capability under the current situation and current situation. |
