| Abstract | El surgimiento de fuertes movimientos politicos contestatarios, el cambio de gobierno en octubrede 2003 y la nueva composicion del Parlamento boliviano (con diputados indigenas y partidos antisistemicos) hacian prever un renacimiento deldebate ideologico y del rol legislativo del Parlamento. Pero la labor legislativa en sentido original ha pasado a instancias especializadas del Poder Ejecutivo y a agencias internacionales. En el largo plazo parece que el Legislativo boliviano (como casi todos los parlamentos del mundo) se contentara con un rol residual. The role of ideology within the Bolivian Parliament at the dawn of the 21st Century Abstract The rise of strong political-protest movements, the change in government (October, 2003) and the new composition of the Bolivian parliament (with indigenous members and anti-system parties) created expectation that ideological debate and legislative functions of parliament would be revamped. However, the act of legislating in its original sense has been taken over by specialized agencies of the government and international organizations. In the long run, the Bolivian parliament (like most parliaments around the world) will be restricted to a marginal role. |
