| Abstract | Those past 15 years, Central Africa, and more specifically Burundi, Rwanda and the Democratic Republic of Congo, have been through devastating wars in which media played a very bad part. In 1993, some Burundese newspapers were already called «hate media» and, one year later, Radio Television Mille Collines (RTLM) in Rwanda became the first so-called «death media», preparing the minds for genocide and helping the hands to commit it. In the Democratic Republic of Congo, the year 1998 was also the one when some newspapers fell into calls for ethnic hatred and violence towards some of the Congolese citizens. Today, those three countries are undergoing fragile peace processes and try to rebuild themselves. The media are certainly able to play a major part in helping to soothe the hatred and to get people from different communities back to talk to each other. But how has the media sector to be reorganized in countries where media have contributed to killings ? How to deal with the dynamics between freedom and control where microphones and pens have been murdering ? That's one of the main issues that the new Communication regulatory bodies have to address in those three countries, where they are in charge of both supporting press freedom, monitoring the media and keeping order in media landascape. This paper aims at presenting how the HAM (High Media Authority) in DRC, the CNC (National Communication Council) in Burundi and the HCP (High Council of the Press) in Rwanda interact with the media players in those three countries. It underlines the difficulties they have to face and pays particular attention to the question of ethnicity and identity feelings so often politically manipulated. |
