Abstract	Both at government level, and at the highest level within Ealing Council, priority is being given to the improvement of services to local people and others who can be regarded as the Council’s customers. This is part of a wide-ranging 'modernisation agenda' embraced by public services nationally and locally. Accordingly, Ealing's unitary development plan, (along with other aspects of planning policy and services) has been subject to a 'Best Value Review'.
