Abstract	Resumo Este artigo visa propor uma reflexao acerca da promocao dos direitos fundamentais sociais, sua eficacia e a eficiencia da atuacao estatal na concretizacao eficiente dos interesses publicos e das promessas contidas na Constituicao Federal brasileira. A abordagem aqui proposta adota o metodo dedutivo e objetiva averiguar o contexto brasileiro no qual restam inseridos os direitos fundamentais a partir de uma concepcao analitica dos direitos sociais comprometida com os valores informadores do texto constitucional e preocupada com sua eficacia. O trabalho desdobra-se em tres partes. Na primeira, serao analisados os direitos fundamentais a partir de um breve relato historico investigando sua origem e seu desenvolvimento perante a evolucao social da sociedade; na segunda, sera analisada a evolucao dos direitos fundamentais no Brasil e consequentemente a implementacao e a conquista dos direitos sociais no cenario juridico nacional com o advento da Constituicao Federal de 1988. Por fim, trata-se o presente artigo do problema da eficacia dos direitos sociais garantidos constitucionalmente. Palavras- chave: Direitos Fundamentais; Direitos Sociais; Eficacia. THE EFFECTIVENESS OF FUNDAMENTAL SOCIAL RIGHTS: AN APPROACH TO SOCIAL REALITY BRAZILIAN Abstract This article aims to propose a reflection on the promotion of fundamental social rights, their effectiveness and efficiency of state action in the efficient implementation of public interests and the promises contained in the Brazilian Federal Constitution. The approach proposed here adopts deductive and objective method to ascertain the Brazilian context in which fundamental rights from an analytical conception of social rights committed with displays values of the constitutional text and concerned with its effectiveness remain inserted. The work unfolds in three parts. At first they will be analyzed the fundamental rights from a brief historical account of investigating its origin and its development towards the social development of society; on Monday, will review progress of fundamental rights in Brazil and consequently the implementation and achievement of social rights in the national legal landscape with the advent of the Constitution of 1988. Finally, it is the article from the rights issue of effectiveness of the test social constitutionally guaranteed.
