Abstract	The growing demand for access to information both in analog and digital format, has forced the units of information to think about the new demands and needs that today our users regarding the access and use of information, while side inclusion of people with disabilities either physical or mental. In this sense this document pretend to characterize how the Tiflo-technological Center "Hernando Padilla Cobos" of the National Pedagogical University has been working with help from the Licenciatura en Educacion Especial in providing access to information for people with visual impairment and low vision not only University in the entry, stay and certification, but becomes a benchmark for other students either universities or colleges.
