| Abstract | In this study I explore the interaction that occurs between schools and their ICT departments, the ICT departments’ role in integrating ICT in schools, and how ICT departments and schools work together in order to make this integration successful. Earlier studies of ICT integration in schools have shown little focus on relations that are external to the school, with most studies staying within the school gates, so to speak. In these studies, attention has primarily been directed at roles and functions within the school. The fact that external agents play a part in defining the premises of schools’ ICT practices has only been addressed briefly. This study uses a qualitative approach with a comparative case study as method. Each case consists of representatives from schools and ICT departments, and is analyzed with the use of a comparative approach. The analysis is performed within in a socio-cultural theoretical frame. The study’s data consists of ten interviews with representatives from ICT departments and schools located in five different municipalities. Of particular interest has been the schools’ evaluation of how well the ICT departments’ services satisfies their requirements. Equally important is the study’s examination of whether ICT departments, in collaboration with the schools, facilitate a community of practice with representatives from both sectors that inspires new thinking and understanding of ICT’s role in education. This study’s contribution to its field of research is to show how ICT departments, as external agents, are significant for the use and competence of ICT in schools. They are suppliers of knowledge and solutions, but the applicability of their products depends on a close collaboration with the schools. This study shows that creating productive arenas for professional cooperation and communication is possible, but their existence is by no means a matter of course. At a time where the authorities aspire larger municipalities and more collaboration between municipal divisions, this research shows qualities in today’s smaller sections that should be taken note of when larger sections are established. |
