| Abstract | Despite the time elapsed since the beginning of the decentralization process in our country, deficient aspects in the development of fiscal decentralization, such as the issue of collection, remain in force; In this case, subnational governments fail to receive enough income. Among other causes, we lack the institutional skills of subnational governments and the indifference of comforting their ability to raise their own income, which is why many public sector entities depend on intergovernmental transfers. Fiscal decentralization should strive to progress in the predictable knowledge of the regional government's budget allocation, which would increase the degree of effectiveness in the execution of its available resources, at the time it is programmed and formulated with greater judgment and with the respective participation of the three levels of government, the institutional opening budget (PIA) will be better formulated and therefore more predictable and closer to the budgetary execution carried out during the corresponding fiscal year, also the reallocations of budget will be relatively lower by whatever the modified institutional budget (PIM) will be closer to budget execution, allowing the effectiveness of budget execution to be more accurate and show the true quality of the execution of the expenditure. This research covers the regions that make up the Peruvian State, for the period of time between 2011 and 2018, based on secondary information from the official source of Friendly Consultation of the Ministry of Economy and Finance, seeking to explain: Which Is the difference observed between budgetary discretion and its level of execution as public investment, in the Peruvian regional governments during the period 2011-2018? |
