| Abstract | Various scientific knowledge and technology are required for developing functional cosmetics. For example, when we develop skin care products for moisturization, whitening, or anti-aging treatment, many scientific problems or questions to solve lie before us. How is skin maintained healthy ? What accelerates aging ? What kind of factors is involved in wrinkle or pigment formation ? How do e#ective ingredients work in the target skin cells ? Furthermore, we sometimes have to establish a new methodology or technology to find original events in the skin for proposing new skin care concept. Under such situation, collaboration among industry, government, and academia is indispensable to achievement of the e#ective and e$cient research program. We, however, often face di$culty in making collaboration because of di#erent understanding of intellectual property. Here I discuss on inhibitory factors in making collaboration among industry, government, and academia after development of independent administrative institution and national university corporation. Then I will propose an example of a way of research planning for collaboration, which can meets each demand (needs) by utilizing industrial research sources (seeds). |
