Abstract	Este artigo tem por objetivo abordar o problema enfrentado por empresas concessionarias de servicos publicos de transporte, sobretudo estaduais e municipais, com concessoes de beneficios sociais criados pela Uniao Federal que, muitas das vezes, desequilibram economica e financeiramente o contrato de concessao. The purpose of this article is to approach the problem that transportation companies committed to public services, especially those who operate in states and municipalities, to whom are guaranteed social benefits created by the Federal Union, face. Such gains, often times, unbalance concession contracts both financially and economically.
