Abstract	El esquema de Pagos por Servicios Ambientales (PSA) se ha incorporado en diversos paises como una nueva estrategia de valoracion economica y como mecanismo alternativo para detener el deterioro del capital natural y promover el desarrollo sustentable. En Mexico, el Programa de Pago por Servicios Ambientales - Captura de Carbono, Biodiversidad y Servicios Ambientales (PSA-CABSA) coordinado por la Comision Nacional Forestal (CONAFOR), ha tenido como una de sus metas la promocion y el acceso de sus proyectos a los mercados internacionales de Servicios Ambientales. El articulo hace algunas anotaciones sobre el desempeno historico del Programa y su evolucion como politica publica de apoyo al desarrollo del sector forestal; haciendo enfasis en lo referente a proyectos de Captura de Carbono (CC). Las diversas aproximaciones rescatan el impacto del Programa en materia de: I) el dilema de las decisiones de los propietarios del bosque sobre su uso, II) las limitantes de las capacidades tecnicas en la elaboracion y ejecucion de proyectos de CC, y de III) la urgente necesidad de estandarizacion de las metodologias de trabajo en esta materia. Finalmente se plantean diversas consideraciones al respecto de la evolucion del PSA¬CABSA por CC, en virtud de los resultados obtenidos en evaluaciones externas y se perfilan algunas propuestas para optimizar su operatividad a mediano y largo plazo. Abstract The outline of Payments for Environmental Services (PSA) has been incorporated in various countries as a new strategy of economic valuation and as an alternative to halt the deterioration of natural capital and promote sustainable development. In Mexico, the Payment for Environmental Services - Capture Carbon, Biodiversity and Environmental Services (PSA-CABS), coordinated by the National Forestry Commission (CONAFOR) has one of its goals the promotion and access to their projects international markets for environmental services. The article makes some notes on the historical performance of the program and its evolution as a public policy to support the development of the forestry sector, with emphasis in terms of carbon sequestration projects (CC). The various approaches to rescue the program's impact on: I) the dilemma of the decisions of the owners of the forest on their use, II) the limitations of technical skills in project development and implementation of CC, and III) the urgent need for standardization of the methodologies of work in this field. Finally there are various considerations regarding the evolution of PSA-cabs by CC, under the results of external evaluations and outlined some proposals to optimize its operations in the medium and long term.
