| Abstract | The main thesis of this article seeks to show that the existence of the commissions within the parliamentary model is one of the best forms of organization of legislative work. As an example of this, it refers to the various parliamentary and presidential comittees on European schemes may even have a decision-making powers in certain areas. Having a system of fees in England and its adoption in the United States and France, a brief survey of the history and evolution in our country, both at the constitutional level as in the regulations is made. In this context, the paper analyzes a case that has been recently submitted to the Tribunal Federal Electoral, namely subjecting the judiciary electoral freedom of the legislature of the state of Coahuila to form committees in accordance with their own provisions. |
