| Abstract | Local government reforms are complex processes, where different frames define the attitudes towards reform efforts. In a situation where contradicting frames are visible, a frame conflict is possible and even probable. In this article we focus on the organizational dimensions of rescaling and the contingent character of governing tools. We focus on the important question concerning the relation of reforms, structures and institutions, and seek to answer how these different tools for reform have been able to affect the nationally, regionally and locally defined attitudes towards the desired futures of local government. We also analyze the disadvantages and strengths of different governing tools in producing change in local governance systems. |
